Paint alone can't bridge cracks or stop rain that's driven sideways by the wind. The cracks need opening and sealing, and the wall needs a flexible waterproof coating designed for exterior use.
Often, yes. Terraces need only roof access, and short sections of wall can be reached with ladders or a small tower. We'll tell you what access the job needs at the inspection.
