Usually not. Old layers of bitumen crack, trap water underneath and stop a new system from bonding. In most cases the loose layers come off and the surface is prepared before the new waterproofing goes down. We check what's there before advising.
Partly. Blocked drains, the slope of the paving and gaps where pipes enter the building all play a part. We can seal the plinth and openings so water stays out of the structure, but drainage on the road outside is the municipal corporation's job.
